Jurnal MAPD Volume VIII, Edisi 2, Desember 2016 – Pemilihan Kepala Daerah

Kami sangat senang untuk menampilkan jurnal magister administrasi pemerintahan daerah dengan tema pemilihan kepala daerah (Pilkada). Alasan kami untuk mengangkat tema ini adalah bahwa saat ini sejak diimplementasikan Undang Undang No. 23 Tahun 2014 tentang Pemerintahan Daerah yang mengamantkan dilakukannya pemilihan kepala daerah serentak menjadi tantangan tersendiri bagi pemangku kebijakan. Sehingga tema ini memiliki urgensi yang tinggi dan menjadi bahan pertimbangan bagi proses demokrasi melalui pemilihan kepala daerah selanjutnya. Beberapa artikel ditampilkan berbeda oleh penulis artikel jurnal. Dimulai dari Muhadam Labolo, dosen di IPDN, yang menjelaskan bahwa beberapa kelebihan dari pemilihan kepala daerah secara langsung seperti mendekatkan pemilih dengan yang dipilihnya, pemimpin yang terpilih mampu mengetahui keinginan pemilihnya, dan sebagainya. Tetapi juga memiliki banyak kekurangan dengan menjelaskan permasalahan korupsi dan nepotisme yang dilakukan oleh kepala daerah pilihan rakyat akhir-akhir ini. Sehingga dimunculkan kembali mekanisme pemilihan kepala daerah tidak langsung.

Kami sangat senang untuk menampilkan jurnal magister administrasi pemerintahan daerah dengan tema kepemimpinan sektor publik. Alasan kami untuk mengangkat tema ini adalah bahwa inti dari penyelenggaraan pemerintahan adalah adanya pembuatan keputusan yang dibuat oleh pembuat kebijakan yaitu pimpinan organisasi publik. Aspek kepemimpinan sangat penting sebagai salah satu elemen penting dalam mewujudkan kesejahteraan masyarakat. Beberapa artikel ditampilkan berbeda oleh penulis artikel jurnal. Dimulai dari Ella Wargadinata, dosen di IPDN, yang menjelaskan bahwa kepemimpinan kolaboratif sebagai upaya untuk memberikan pelayanan kepada seluruh masyarakat tanpa terkecuali ditengah keterbatasan yang dimiliki oleh organisasi publik. Kepemimpinan kolaboratif diperlukan ketika penyelenggaraan pemerintahan melibatkan banyak actor dan bersifat lintas sektor maupun lintas batas.

International Journal of Kybernology (IJoK) Volume 3, Number 1, July 2016 – Community Development

It is not easy to collect selected writing related this first edition for this volume theme on Community Development. In the unified system, the roles of central government are strongly needed to guide local government in providing social welfare.  Yi Yangsoo, professor of Yeungnam University discussed the program of Saemaul Undong from Central to a rural government that could elevate the income and living quality of society by three principles: diligent, self-help and cooperation. Ika Sartika, associate professor from Governance Institute of Home Affairs focused on the rural community development as a government program combines with village resources.

Ella Wargadinata, lecture of IPDN discusses the role of the community to empower their selves with the government program (PNPM) which regulation and technical guidance is made by the government. So, the complexity of government program and community existing condition in the rural area is hard to be combined. Alma’arif and Anindita Primastuti, lecturer in IPDN discusses the community development challenge in the coastal area which is more than 60 percent of Indonesian are fisheries. Those conditions will be a special challenge for both central government and local government to empower them in order to make them more empower.

Chusnul Mar’iyah, associate professor from Indonesia University focused on the changing of regime from authoritarian to democratization in 1998 brought significant impact in term of discourse on gender representation.

We are happy to present the third edition with Public Services theme. There have been some troubles in collecting qualified and relevant topics. The reason to come with this theme is that the core of local government existence is to provide local public services. They are an urgent element of having social welfare where most people would enjoy the government works through as many as possible public services provided for them. Therefore, some articles are discussed differently in public services. Started by Nurliah Nurdin, lecture in IPDN, who stated that comparing decentralization and federalism in public concern is depending on the quality of leadership and people participation. Providing public services will embrace public trust and legitimacy of leadership. Mansyur Achmad, also a lecturer in IPDN, who analyzed new paradigm of public service in Indonesia in perspective of control and responsibility. The control in public service is very important to ensure that the state-run public service, including the private sector with appropriate quality of standards.

Welcome to the second edition of our International Journal on New Paradigm of Government. As it first edition, the journal keep on promoting good governance through any researches or academic writing publication. This time, the theme is Bureaucracy Reform that perform seven distinguished writings from mostly practicioners in the Ministry of Home Affairs.  We start the  journey of reformation by Diah Anggreani who wrote  Bureaucracy Reform in the Empirical Perspective and Pathology. As a former General Secretary in the Ministry of Home Affairs she argued that pathology of bureaucracy has weaken the performance of bureaucracy. Continue reading

The importance of publishing an International Journal for academic institution has been presticiously demanded. Therefore, after almost one year of preparation, the Quality Assurance Unit (UPM) Graduate Program Institute of Internal Government Affairs (IPDN), Ministry of Home Affairs has firstly published a premier journal that called the Journal of the New Paradigm Government. The journal is intended to publish relevant issues in government cases thematically.
